Policy analysis (also called public policy research or policy studies) is a special field in the social sciences which concentrates on the content, explanation and effects of government policies (such as social policy, environmental policy, administrative policy etc.). Various approaches and perspectives are used for the analysis of public policies, such as the separation of policy processes in different phases (agenda-setting, policy formation, implementation, evaluation, termination), different models of decision making (rational, incremental or garbage can), the analysis of highly interdependent policy network or concepts of policy learning. These concepts lead to different assumptions about causes, patterns, results and problems of policy success or failure. The seminar will discuss and use these basic concepts with the help of established Anglo-Saxon textbooks and presentations from participants, which build on their particular experiences.
