The recent COVID-19 pandemic and the climate catastrophe have underscored the crucial role of scientific knowledge in the political-administrative decision-making process, leading to a newfound visibility of scientific policy advice. This Master's seminar delves into the increasingly relevant questions of the interaction between science and politics, the legitimacy of such interactions, and the significance of scientific expertise during crisis situations.

Participants will gain a foundational understanding of the key players, dynamics, structures, and processes involved in scientific policy advice. The course is structured into two main parts:

1) Theoretical Foundations and Practical Insights

2) Case Studies and Applied Learning

Learning outcomes:

This seminar offers an in-depth exploration into the multifaceted role and critical examination of various German and international advisory entities, including research institutions, councils, ad-hoc commissions, non-governmental organizations (NGOs), and other scientific advisory forms. The course delves into the dynamic and evolving nature of today’s advisory landscape, showcasing a mix of traditional and innovative forms of policy advice.

By the end of this seminar, students will be equipped with a thorough understanding of the key players and frameworks that shape scientific policy advice. They will develop the ability to critically evaluate and apply theoretical concepts to practical situations. This comprehensive overview will enable students to navigate and analyze the complexities of scientific policy advice, empowering them to make informed decisions and contributions in their future careers.
