The digital state, more a vision than reality. In this course we'll look at different aspects of the digital state beyond the traditional e-government debate. The goal is to get a overview of current debates to be able to write a research paper about a certain phenomenon of the digital state. Not only the instruments (e-government, participation, social media usage) but also the opportunities of digital innovation (blockchain, big data, etc.) will be in the focus of the first half. Then we’ll assess the risks (cyber security, cyber war, etc.) and look forward to find accessible approaches for administrative reform, for trust-building and for change management.

A presentation (~20min/person) plus the moderation of a discussion is compulsory as well as the submission of a paper (15 pages) with the analysis of an own research question.
