Kommentar

This Master seminar in English, offered for the first time, deals with the Crisis Management Systems in Germany and other European countries. Its starting point are organizational theories on crisis governance and management as well as the current debate on new core concepts for public administration with the key terms of resilience of public institutions, a new culture of managing risk and taking into account the discussion on the polycrisis nature of the current situation. During the seminar, the civil protection systems of several European countries will be discussed with their strengths and weaknesses. Finally, some current proposals of reforming public administrations in the German federal multi-level system will be discussed to be better adapted to these new challenges.

Lerninhalte

This Master-Course in English language is specially designed for the MANIA-Modul ‘National and Comparative Public Administration’. The course is offered as a block seminar and aimed at experienced Master's students from the 2nd semester onwards. It offers a comparison of the development of public administrations with contry cases from Central Eastern European Countries (CEEC), which became members of the European Union after 2004/2007/2013. Based on the legacies of the communist state apparatus, the specific path of the public administrations of these countries to an administration based on the rule of law and oriented towards European standards is analyzed. We will discuss the processes of transformation and Europeanization, the role of ministries and agencies in the policy process, the development of core executive structures and the public service. The aim of the course is to develop a more precise understanding of the specifics of the development of public administrations in these countries.
