Digital transformation is expected to reshape policy implementation and service provision in public administration fundamentally. This seminar focus on the use of information and communication technology (ICT), algorithms and artificial intelligence (AI) for policy implementation and service provision in public administration, especially street-level bureaucracies. We will discuss theoretical arguments and empirical findings and conduct own research projects.
First, we will discuss definitions and conceptualizations of the aforementioned phenomena and assess growing empirical evidence in the field.
Second, students will choose their own research topic (in groups), prepare a qualitative interview study (in groups), conduct an interview with a public servant (individual/in pairs) and interprete the data (in groups). Finally, students will present and discuss their findings in class (mini conference on July 10).
Students are welcomed to contribute topics of interest to the seminar. Students must be willing to contact and recruit interviewees on their own and do the actual fieldwork during the semester (mid to end of June).
This course is designed for MANIA and other MA programs (Verwaltungswissenschaft, Politikwissenschaft, Soziologie). Students should be familiar with empirical research designs.
