This seminar aims to provide the students with an understanding of how modern societies handle public money in general, as well as the institutional arrangements in Germany in particular. It deals with questions such as, what is the role of the budget, does it make any difference if the ministry of finance or the legislature are powerful or not, and what can different countries learn from each other?
The seminar is roughly divided into four sections. First, we will cover the main theoretical concepts and provide a framework for understanding fiscal governance and public money. The second section will delve into how all of this is applied in practice. The third area will look at the case of Germany in detail, and the final section will then broaden the perspective to compare countries in the OECD and beyond.
A syllabus covering all the usual details, including the formal course requirements, will be shared and presented during the introductory session.
