The policy advocacy coalition framework, the multiple streams/ garbage can framework and the punctuated equilibrium model are usually considered as something like a “gold standard” in public policy analysis. However, a well-known weakness of these approaches is that they are much less well-equipped for explaining and understanding variable qualities of policies and policy outcomes or coming up with testable implications. Moreover, the role of time remains unclear. We shall thus concentrate on comparative welfare state reform research and ask to what extent public policy analysis may benefit from insights generated in comparative welfare state research and vice versa. In particular, we shall study factors determining a) the construction/ expansion and b) the reconstruction of different types of welfare states. The overall ambition of the course is to better understand the interplay between context, actors and political institutions in social policy making and to analyze this interplay systematically. Students will be given the task to (1) write a policy memo, (2) give a presentation on a selected topic of the course and (3) write a policy paper.
