This course addresses the crucial interactions between the legislature and the executive in the German parliamentary system: (1) We discuss theoretical perspectives to understand institutional conditions for those relations, their organisational settings, and individual attitudes within these interactions. (2) We study key dimensions and tools of executive-legislative relations in Germany, among others the (dis)similarities in portfolio allocation versus parliamentary standing committee structure, the role of parliamentary liaison offices inside the federal ministries, the relevance of hearings, consultations, and inquiry committees, but also the dynamics of executive secondments to parliamentary parties or the importance of legislative experience for top executives. (3) We examine key decisions challenging executive-legislative decisions in Germany such as the German parliament’s approval to military actions or to the Eurozone rescue package in 2011.
