The UN-proclaimed "Responsibility to Protect" (short "R2P") is a concept of political, and potentially legal, character. It is aimed at protecting people from grave violations of human rights and massive offences against humanitarian international law. It corresponds with the paradigm change towards "human security" and was developed in the years 2000/ 2001 by the International Commission on Intervention and State Sovereignty (ICISS). At the United Nations 2005 World Summit in New York it was recognized in principle by almost all states of the world as a commitment of the individual states as well as of the International Community. This course will deal with the genesis of the concept (political and legal discussion, experience in Ruanda, Bosnia and Kosovo), definitions and delimitation from „humanitarian intervention“, its first explicit invocation in the case of Libya 2011, and also its problematic aspects.
