The block seminar will allow students to develop a better understanding of the changing role of international diplomacy in the 21st century. It will look at the history of diplomacy since the 17th century and tries to identify lessons learned for conflicts and challenges of our time. The role of multilateral organisations and global conferences in conflict resolution and establishing a rule based international order will be discussed. Traditional and new instruments of international diplomacy will be presented.
At the end of the seminar the future of diplomacy will be raised. Do we experience right now - as many observers expect and even fear - a changing point of diplomacy where multilateral negotiations will be replaced by deal making? Will we see a world where no longer the rule of law but the right of the stronger will determine the outcome of conflicts and the coping with global challenges? Where the future of our planet is less important than the well being of individual nations. Where human rights are no longer on the global agenda and where the basic principle of international diplomacy that „pacta sunt servanda” becomes a non-committing phrase without meaning for any deal.
